What You Will Do:

As a Data Strategist, you will play a critical role in supporting our client’s approach to foreign assistance oversight across their initiatives. You will develop and support existing strategies that guide our collective work on foreign assistance, including analysis, change management, and product development.  Your work will involve establishing frameworks for how we collect and utilize foreign assistance information to support evidence-based insights and decision-making in the foreign assistance sector.

Due to the dynamic nature of the project, the Guidehouse Team plays a critical role in several cross-functional projects, initiatives, and taskings. The strategist will need to be pro-active, flexible, and adept at communications, organization, and writing.

Duties:

  • Coordinate implementation of organization‑wide recommendations, ensuring alignment and monitoring progress.

  • Develop and maintain governance structures, charters, and decision‑making frameworks for data and foreign assistance management.

  • Facilitate cross‑team collaboration and consensus‑building across diverse stakeholder groups.

  • Establish and administer standards, methodologies, and quality assurance processes for foreign assistance activities.

  • Lead strategic planning for information collection, analysis, and dissemination functions.

  • Oversee portfolio management practices, including intake, prioritization, and workflow administration.

  • Manage project delivery, ensuring continuity, stakeholder engagement, and timely execution.

  • Ensure compliance with reporting requirements, donor standards, and international guidelines.

  • Translate complex analytical or governance outputs into actionable insights and recommendations.

  • Support evidence‑based research, analysis, and decision‑making across foreign assistance portfolios.


What You Will Need:

  • An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance.

  • Bachelor's Degree

  • THREE (3) or more years of experience with foreign assistance systems and processes

  • THREE (3) or more years of experience supporting a U.S. federal foreign affairs agency

  • Proven ability to develop and implement strategies that align with organizational objectives

  • Demonstrated experience leading complex, cross-functional initiatives involving data, business processes, or modernization efforts

  • Experience developing governance frameworks, operating models, policies, or organizational processes that support enterprise-wide alignment

  • Demonstrated experience managing multi-stream projects from initiation through closeout, ensuring accountability and timely delivery

What Would Be Nice To Have:

  • Ability to translate complex information into actionable insights

  • Experience with donor reporting requirements and compliance

  • General knowledge of US government foreign assistance objectives and operations

  • Experience supporting change management processes

  • Experience working for or supporting foreign assistance-managing public sector federal agencies

  • Proven ability to influence, build consensus, and navigate organizational dynamics across diverse stakeholder groups

  • Familiarity with foreign assistance planning, budgeting, performance reporting, and compliance requirements within U.S. Government contexts

  • Strong understanding of enterprise data governance, data strategy, and information management principles

  • Proven experience in data management, including quality assurance, lifecycle management, and metadata standards.  

  • Experience in IT management, including oversight of systems integration, technology roadmap development, and coordination with technical and functional stakeholders.  

  • Ability to leverage data management expertise to lead, support, and enhance enterprise data governance programs, policies, and governance bodies.
