The Office of Computer and Communications Systems (OCCS) at the National Library of Medicine is seeking an experienced Analytics Lead to drive the design, delivery, and governance of enterprise analytics and data solutions that support data‑driven decision‑making across the organization. This role provides technical and strategic leadership for analytics initiatives, partners closely with business stakeholders, and ensures analytics solutions are scalable, trustworthy, and aligned with organizational priorities.

The ideal candidate combines strong technical depth with leadership, communication, and stakeholder management skills. This role collaborates with cross‑functional technical and program teams across the library.

What You Will Do:

  • Lead the end‑to‑end analytics strategy, architecture, and implementation for OCCS analytics initiatives.

  • Provide technical leadership and oversight for the design, development, and maintenance of scalable data pipelines, ensuring data quality, validation, and governance standards.

  • Define and guide data models, SQL standards, and analytics best practices; review and optimize complex queries and data structures.

  • Oversee the development and maintenance of dashboards and reports for digital analytics and customer experience data, with a focus on automation and reusability.

  • Establish and manage data tracking frameworks and measurement strategies; ensure analytics implementations align with evolving product and business needs.

  • Analyze server logs and analytics data to identify trends, risks, anomalies, and performance issues, and recommend corrective actions.

  • Translate business and leadership needs into actionable analytics roadmaps and technical solutions.

  • Communicate insights, trends, and recommendations clearly to both technical and non‑technical stakeholders.

  • Mentor and provide guidance to analytics team members, promoting best practices, technical growth, and delivery consistency.

What You Will Need:

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.

  • Bachelor’s degree in Computer Science, Information Systems, Data Analytics, or a related field, or equivalent professional experience.

  • Minimum of SIX (6) years of experience in analytics, data engineering, or business intelligence roles, with demonstrated leadership or lead‑level responsibilities.

  • Advanced proficiency in SQL and relational data modeling, including complex joins, optimization, and performance tuning.

  • Experience working with cloud data platforms (BigQuery preferred).

  • Strong background in web and digital analytics, including Google Analytics and Google Tag Manager.

  • Hands‑on experience with BI and data visualization tools such as Power BI or Tableau.

  • Proven ability to partner with stakeholders, manage priorities, and lead analytics initiatives from concept through delivery.

What Would Be Nice To Have:

  • Experience with Python or similar scripting languages for analytics or automation.

  • Experience integrating data from APIs and external systems.

  • Cloud experience (AWS is a plus).

  • Strong analytical and problem‑solving skills with the ability to think strategically.

  • Ability to clearly explain technical concepts to non‑technical audiences.

  • Experience leveraging AI or machine‑learning tools to enhance analytics and insights.

  • Adaptability and interest in learning new tools, platforms, and approaches.

The annual salary range for this position is $113,000.00-$188,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
