What You Will Do:
The Program Manager will serve as the Program Lead for the Silver Cross Hospital Electronic Health Record (EHR) implementation of Patient Status Orders, Patient Accounting (OPHAC) and Ambulatory modules. This role is responsible for the end-to-end delivery of the program, including strategic planning, execution oversight, stakeholder engagement, risk management, and governance coordination. The Project Manager will lead a multi-disciplinary team across technical, clinical, operational, and vendor domains to ensure successful deployment of Oracle Health Millennium and OPHAC platforms.
Key Responsibilities:
Program Oversight and Governance
- Lead the Program Management Office (PMO) and serve as the primary liaison to the Executive Relationship Committee, Silver Cross leadership, and Oracle Health.
- Chair weekly status meetings in collaboration with the Silver Program Manager and facilitate daily touchpoint calls with project leadership.
- Oversee the implementation plan, migration plan, and cutover strategy across all facilities.
- Maintain and manage the Risk Registry, including mitigation plans, escalation protocols, and decision logs.
- Ensure project documentation, meeting minutes, and deliverables are maintained on the Commonwealth’s Team site.
- Monitor and manage the project budget, including forecasting, variance analysis, and change order control.
- Coordinate with the Change Control Board (CCB) to assess and approve scope, schedule, and resource changes.
Stakeholder Engagement and Communication
- Serve as the primary point of contact for internal and external stakeholders, including state agencies, vendors, and clinical leadership.
- Develop and deliver executive-level dashboards, status reports, and performance metrics to inform decision-making.
- Facilitate cross-functional collaboration across workstreams including clinical, technical, training, testing, data migration, and revenue cycle.
- Lead structured kickoff meetings, guiding principle workshops, and stakeholder alignment sessions.
Delivery Management
- Ensure timely and high-quality delivery of all project milestones and contractual deliverables as defined in the Statement of Work (SOW).
- Coordinate resource coverage and continuity across all phases of the implementation, including periods of unavailability.
- Oversee project reviews, quality assurance, and performance monitoring using Guidehouse’s TruePMO™ methodology.
- Support post-go-live sustainment, including transition planning, knowledge transfer, and operational handoff.
Organizational Impact and Communication
- Acts as the central coordinator across all project domains, ensuring alignment with strategic goals and operational realities.
- Leads communication strategy across agencies, vendors, and internal teams to ensure transparency and accountability.
- Drives stakeholder engagement through structured governance, guiding principles, and collaborative decision-making.
Innovation and Complexity
- Navigates complex stakeholder environments and fragmented legacy systems.
- Applies structured, scalable methodologies to manage risk, scope, and delivery across diverse care settings.
- Designs and implements governance models that support agile decision-making and continuous improvement.
Leadership and Talent Management
- Manages a cross-functional team of technical leads, clinical advisors, training managers, and vendor partners.
- Provides mentorship, performance feedback, and escalation support across all workstreams.
- Ensures team readiness, continuity, and accountability throughout the program lifecycle
What You Will Need:
- Bachelors degree from an accredited university.
- Minimum TEN (10)+ years of overall work experience.
- Experience as a Project Manager/Director leading large-scale health IT implementations.
- At least 5 years of experience with EHR systems, including Oracle Health (Cerner).
- Proven success managing projects of comparable size, scope, and complexity to the Silver Cross initiative.
- Strong understanding of project governance, risk management, and stakeholder engagement in public sector environments.
- Proficiency in project management tools (e.g., MS Project, Smartsheet, Jira, Confluence).
- Exceptional written and verbal communication skills, with experience presenting to executive audiences.
- US Citizenship is contractually required.
What Would Be Nice To Have:
- Experience implementing OPHAC from the Oracle Health product suite
- Experience implementing patient status orders and ambulatory modules from Oracle Health (Cerner)
- Experience with patient accounting/revenue cycle project implementations
- PMP certification or equivalent.
- Familiarity with Prosci ADKAR® or other structured change management methodologies
