What You Will Do:


  • Serve as a senior strategic advisor to executive leadership on the status, risks, opportunities, and long-range planning of all major military construction (MILCON) and infrastructure capital programs
  • Support development of enterprise-level capital investment strategies, integrating mission priorities, fiscal constraints, lifecycle considerations, program interdependencies, and stakeholder requirements.
  • Help oversee strategic assessment of current and planned capital projects, synthesizing complex program data into executive-ready briefings, risk dashboards, decision papers, and strategic recommendations.
  • Evaluate program and project risks—including funding, schedule, contracting, and scope risks—and guide leadership on mitigation strategies designed to maintain portfolio-level alignment with organizational goals.
  • Direct development and integration of program-level master schedules, sequencing strategies, and facility delivery plans to ensure synchronization across construction, design/build, engineering, IT/AV, security, and transition-to-operations activities.
  • Provide oversight and governance for program management plans, execution milestones, long-range capital forecasts, and major decision points requiring leadership approval.
  • Lead strategic engagement with internal and external stakeholders—including DoW agencies, installation leadership, contracting offices, and engineering partners—to ensure alignment on infrastructure priorities and delivery strategies.
  • Establish enterprise-wide methods, processes, and performance frameworks for risk analysis, schedule integrity, and capital planning, incorporating best practices in planning, forecasting, and infrastructure portfolio management.
  • Mentor and guide cross-functional teams, providing executive-level coaching to elevate organizational capability in program governance, schedule reliability, and capital project strategy.


What You Will Need:


  • An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance
  • Bachelor’s degree in engineering, architecture, construction management, business, public administration, or related field
  • TEN (10) or more years of experience in large-scale capital program oversight, infrastructure planning, or military construction environments—including experience advising senior executives or command leadership
  • Demonstrated expertise in evaluating complex construction or infrastructure programs, including risk assessment, portfolio-level schedule analysis, and strategic planning
  • Proven ability to synthesize large volumes of technical, operational, and financial data into actionable recommendations for senior leaders
  • Strong communication skills, including ability to prepare and deliver executive-level briefings, strategy papers, and risk analyses
  • Ability to lead cross-functional teams and navigate multifaceted stakeholder environments, including government, contractors, engineering firms, and installation personnel


What Would Be Nice To Have:


  • Advanced degree (MBA, MPA, MS Engineering, or related field). 
  • Prior DoW experience related to MILCON programming, Planning Programming Budgeting & Execution (PPBE), FAR-aligned procurement, or major installation infrastructure planning
  • Experience developing or governing large capital portfolios exceeding $500M+. 
  • Familiarity with enterprise program management tools and scheduling methodologies for strategic assurance and portfolio oversight
  • Knowledge of advanced risk analysis methods, including scenario modeling, probabilistic forecasting, or infrastructure resiliency assessments
  • Experience establishing organizational standards for capital planning, program governance, or infrastructure strategy
  • Demonstrated ability to operate effectively in high-tempo, resource-constrained, mission-critical environments
