What You Will Do:

The Management Consultant/Manager in Guidehouse’s Disaster Recovery Practice responsibilities include:

  • The ideal candidate will bring a combination of big-picture thinking, hands on leadership, and experience in leading teams to success.  

  • You should be a problem- solver and will be considered an integral part in improving team management.

  • Leading delivery teams on high impact Program Management and Grant Administration Programs in response to disaster events nationwide.

  • Having an in-depth knowledge of and ability to operationalize policy issued at the Federal, State and Local level as part of the day-to-day work duties.

  • Establishing approaches to manage the full-life cycle of grant programs from Start-up to Closeout.

  • Facilitating meetings with client stakeholders and multi-disciplinary internal teams.

  • Identifying and implementing overall program improvements for clients.

  • Managing staff along with providing regular feedback and coaching.

  • Driving business development activities including leading RFP responses and proposal development.

  • Ability to lead account planning and target new business opportunities that support relevant practice development goals and objectives.


What You Will Need:

  • Minimum of FIVE (5)+ years of experience in a management or A&E consulting firm and/or program management role with at least 5 years of experience in a Local, State or Federal agency.

  • Must have experience with HUD CDBG-DR.

  • Experience in implement CDBG-DR funded programs.
  • Familiar with Davis Bacon, Section 3 requirements, NEPA, DRGR, Unmet needs assessment, Mitigation Needs assessment, Fair Housing and Civil Rights data assessment, stakeholder engagement, Citizen Participation Plans, Green and Resilient Building Standards 
  • Bachelor’s Degree from an accredited college/university.

  • Experience managing projects and junior & mid-level staff.

  • Experience leading or supporting business development activities, including by attending and presenting at conferences, drafting thought leadership, and presenting at oral presentations to potential clients,.

  • Experience providing subject matter expertise in disaster recovery program design and implementation, as well as pre-disaster risk mitigation measures.

  • Experience providing guidance and expertise on Federal regulations (CDBG-DR, cross cutting Federal requirements, Duplication of Benefits, etc.) and translating them into the implementation of the programs including developing intake processes, Action Plan Development, substantial amendments, Financial Certifications 

  • Experience providing CDBG-DR expertise in the field of housing, economic development, public services and/or community development.

  • Experience providing advisory and consulting services to clients through training sessions, one-on-one conversations, and written products.

  • Experience developing written products and tools for grantee policies and procedures, program implementation, and design.


What Would Be Nice To Have:

  • MBA, MPA or other Master’s degree in Public Policy, Urban Planning, Government, Political/Social Science, Information Systems, Operational Research, Management, International Development, Economics, Urban Science and/or related fields.

  • Experience in areas such as Infrastructure Revitalization, Action Plans, Program Management and Housing Rehabilitation.

  • Proficiency in Microsoft Word, PowerPoint, and Excel.

  • Excellent oral and written communication skills.

  • Strong analytical and problem-solving skills.

The annual salary range for this position is $113,000.00-$188,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
