What You Will Do:
Guidehouse works with state and local housing agencies, public housing authorities, U.S. Department of Housing and Urban Development (HUD), and other mission‑driven clients to design, implement, and improve affordable housing programs. As a Consultant, you will support client engagements focused on affordable rentalhousing finance, program design, policy implementation, and operational improvement.
You will work as part of a project team and contribute to high‑impact client work, including:
- Supporting affordable housing finance and program implementation engagements for public‑sector clients
- Evaluating affordable housing development proposals, including 4% and 9% Low Income Housing Tax Credit (LIHTC) projects
- Developing and analyzing project budgets, sources and uses, financial pro formas, and underwriting models
- Conducting feasibility analyses, benefit‑cost analyses, and subsidy layering reviews
- Assisting with transactions and project due diligence, including review of development, financing, closing package deliverables, land use, and regulatory documentation.
- Supporting client use of HOME, CDBG, ARPA, and other public funding sources
- Researching and interpreting HUD regulations (24 CFR), Qualified Allocation Plans (QAPs), and program guidance
- Developing supporting deliverables such as memos, reports, tools, templates, Standard Operating Procedures, and presentations for internal and external stakeholders
- Conducting quantitative and qualitative analysis and synthesizing findings into clear, client‑ready outputs
- Supporting stakeholder engagement activities, including interviews, workshops, and coordination with partner agencies with a focus on affordable housing financial products for a variety of loan execution types. This includes coordination with development, legal, lending, and compliance teams
- Managing assigned tasks, timelines, and deliverables in coordination with project leadership
What You Will Need:
- Bachelors degree from an accredited college or university
- 1+ (ONE) years of experience in affordable housing finance, real estate lending, underwriting, LIHTC development, housing finance agency programs, community development finance, or public-sector housing program administration, including experience evaluating affordable housing transactions and financial feasibility
- Experience supporting affordable housing development, finance (ex. underwriting, lending, origination) or program implementation projects
- Experience working with public-sector organizations, housing authorities, housing finance agencies, community development organizations, or affordable housing developers.
- Experience with different project types including workforce, mixed-income, rehabilitation, and permanent supportive housing
- Experience participating in one or more phases of affordable housing transactions, including application review, underwriting, due diligence, entitlement, financing, closing, construction monitoring, or asset management
- Experience developing and analyzing affordable housing development budgets, sources and uses statements, operating pro formas, cash flow projections, and debt sizing analyses
- Experience analyzing, underwriting, developing, financing, or administering affordable housing developments utilizing 4% and/or 9% LIHTCs
- Understanding of QAPs, equity pricing, tax credit structuring, and affordable housing capital stacks
- Familiarity with the development process (entitlement, subsidy review, underwriting, due diligence, and closing) for affordable housing transactions
- Working knowledge of HUD multifamily programs and relevant federal regulations
- Advanced Excel skills including financial modeling, scenario analysis, pivot tables, lookup functions, and sensitivity testing
- Strong analytical and research skills with attention to detail
- Clear and effective written and verbal communication skills
- Ability to manage multiple priorities and meet deadlines in a consulting environment
- Proficiency with Microsoft Word, Excel, and PowerPoint

What Would Be Nice To Have:
- Master’s degree in a related field
- Certification or training in rental housing finance
- Experience with housing‑related data analysis, monitoring, or evaluation
- Exposure to syndication, underwriting, or housing finance software systems
- Experience with GIS platforms, such as ArcGIS, and data visualization tools such as Power BI
