Guidehouse is seeking an experienced Instructional Designer to support federal healthcare clients to support large-scale, mission-critical programs. As part of our growing Training and Learning Development team, you will help design, develop, and implement innovative learning solutions that support large-scale transformation efforts, operational excellence, and improved outcomes for Veterans and the federal workforce.

As a Senior Consultant, you will work collaboratively with clients, program leadership, subject matter experts, and cross-functional teams to deliver high-quality training solutions that enable organizational readiness, workforce performance, and successful adoption of new processes, systems, and services. You will contribute across the full training lifecycle—from needs assessment and curriculum development to implementation, evaluation, and continuous improvement.

Successful candidates will bring a passion for adult learning, experience designing engaging learning experiences, and the ability to translate complex information into effective, learner-centered training programs. This role supports a variety of learning modalities, including instructor-led training, virtual instructor-led training, eLearning, webinars, job aids, performance support tools, and blended learning solutions.

Job Description / Responsibilities:

Training Strategy and Analysis

  • Support the design, development, deployment, and evaluation of adult professional training solutions using blended learning approaches including web-based, distance-learning, instructor-led, and webinar-based delivery formats, aligned with federal healthcare programs and transformation initiatives.

  • Collaborate with clients, subject matter experts, and program stakeholders to assess training needs, analyze target audiences, and identify content gaps.

  • Conduct current-state assessments of training materials and recommend improvements to support program goals, learner engagement, and operational readiness.

  • Contribute to the development and sustainment of an end-to-end training pipeline, ensuring timely delivery, reduced backlog, and consistent quality across training programs.

Instructional Design and Content Development

  • Develop high-quality training products using blended learning approaches, including web-based training, distance learning, instructor-led training, webinar-based training, job aids, performance support resources, reference guides, and other instructional materials that reinforce knowledge retention and on-the-job performance.

  • Design curriculum frameworks, structured learning pathways, facilitator guides, participant materials, and reference resources that support learner readiness and performance.

  • Apply adult learning theory, instructional systems design methodologies (e.g., ADDIE), and best practices for learner engagement and knowledge retention.

  • Collaborate with SMEs and stakeholders to develop, update, and maintain training content aligned with evolving policies, procedures, systems, contracts, and operational requirements.

  • Coordinate with eLearning administrators, webinar producers, technical specialists and other cross-functional teams to support training delivery, learner tracking, reporting, and program execution.

  • Support the publishing, deployment, and maintenance of training products through the client’s learning platform and webinar technologies.

  • Contribute multiple concurrent training initiatives while maintaining quality, consistency, and program timelines.

Evaluation and Continuous Improvement

  • Develop and implement evaluation measures to assess learner engagement, training effectiveness, workforce and user readiness, and program outcomes.

  • Monitor learner feedback, analytics, and performance data to identify opportunities for continuous improvement and content enhancement.

  • Support testing, validation, and quality assurance activities to ensure training materials meet established design standards and federal requirements, including Section 508 accessibility and privacy compliance.

  • Maintain and update training materials to ensure ongoing accuracy, compliance, and alignment with current business and operational needs.

What you will need:

  • Bachelor's Degree; FOUR (4) years of additional professionalexperiencein lieu of bachelor's or equivalent combination of experience with Instructional Design certification.

  • FIVE (5) or more years of experience developing and delivering high-quality training solutions using blended learning approaches, including web-based, instructor-led, distance learning, and webinar formats.

  • Demonstrated experience supporting the full instructional design lifecycle, including needs analysis, curriculum design, content development, deployment, evaluation, and maintenance of training programs.

  • Strong knowledge of adult learning theory, instructional systems design methodologies (e.g., ADDIE), and evidence-based practices for improving knowledge retention and learner engagement.

  • Experience managing multiple concurrent training development efforts and meeting program timelines.

  • Familiarity with Articulate Storyline, RISE 360, Adobe Captivate, or similar eLearning tools.

  • Familiarity with federal compliance requirements, including Section 508 accessibility and privacy standards, and experience incorporating these requirements into training development processes.

  • Strong written, verbal, and interpersonal communication skills.

  • Ability to collaborate effectively across cross-functional teams, including SMEs, communications teams, program leadership, and technical specialists.

  • Ability to assess training effectiveness through evaluation metrics, analytics, and continuous improvement methodologies.

What would be nice to have

  • Instructional Design Certification, ATD certification, CPTD certification or related professional credentials.

  • Experience supporting the Department of Veterans Affairs (VA), Department of Defense (DoD), Military Health System, or other federal civilian agencies.

  • Familiarity developing training programs for health care providers, care coordination teams, or operational staff.

  • Experience supporting webinar production, virtual facilitation, or multimedia training delivery.

  • Experience conducting Section 508 testing and supporting accessibility compliance reviews.

  • Experience contributing to curriculum design, developing role-based curricula, and performance support tools.
