What You Will Do:

The Management Consulting Director in Guidehouse’s State and Local Government Practice will serve as a senior leader responsible for driving client impact, expanding market presence, and developing long-term relationships across state and local government ecosystems.

This role requires a unique blend of delivery excellence, relationship management, and business development, with a strong emphasis on navigating complex government environments and identifying opportunities to support client missions.

Key responsibilities include:

  • Lead high-impact client engagements across state and local government agencies, ensuring delivery excellence and measurable outcomes

  • Serve as a trusted advisor to senior government stakeholders, leveraging deep understanding of agency operations, policy, budgeting, and procurement processes

  • Build and maintain strong relationships across agencies, legislative bodies, and affiliated organizations to identify and shape new opportunities

  • Drive business development activities, including pipeline development, capture strategy, proposal development, and client presentations

  • Lead account planning efforts and proactively identify and pursue new work aligned to Guidehouse’s strategic priorities

  • Translate client needs into actionable solutions, integrating strategy, operations, and technology capabilities

  • Facilitate workshops, executive briefings, and stakeholder meetings to align priorities and advance initiatives

  • Identify and implement program and operational improvements for clients, particularly in complex, multi-stakeholder environments

  • Lead and mentor project teams, providing coaching, feedback, and professional development to junior and mid-level staff

  • Effectively manage project resources, budgets, and timelines to deliver high-quality results

What You Will Need:

  • 10+ years of experience in public sector environments, with at least 5+ years supporting State & Local Government clients or working within government

  • Demonstrated experience in Pennsylvania and/or Maryland state and local government, including familiarity with agency operations, budgeting, and procurement processes

  • Strong professional network across state agencies, local governments, and/or legislative bodies in Harrisburg, PA and/or Annapolis/Baltimore, MD

  • Proven ability to build relationships, influence stakeholders, and navigate complex government environments

  • Experience leading programs or initiatives involving multiple stakeholders, agencies, or external partners

  • Demonstrated success in business development, including identifying opportunities, shaping deals, and supporting proposal efforts

  • Ability to operate in a client-facing, commercially oriented role, balancing delivery and growth responsibilities

  • Strong analytical, problem-solving, and critical thinking skills

  • Experience managing projects and leading teams, including junior and mid-level staff

  • Excellent oral and written communication skills, including executive-level presentations

  • Bachelor’s Degree from an accredited college/university

  • Proficiency in Microsoft Word, PowerPoint, and Excel

  • Ability to travel to client and Guidehouse locations as needed to support delivery and business development activities

Location Requirements:

Candidates must reside within a reasonable commuting distance of Harrisburg, PA or Annapolis/Baltimore, MD, with flexibility to travel throughout the region

What Would Be Nice To Have:

  • Master’s Degree (e.g., MPP, MPA, MBA, or equivalent)

  • Experience working in or with: Departments of Human Services / Health, Administrative or procurement agencies, Governor’s offices or legislative bodies

  • Prior experience in a management consulting environment or in a client-facing advisory role

  • Background that includes both government and private sector experience 

  • Experience managing large-scale transformation programs, including operations, policy implementation, or vendor-supported initiatives

  • Familiarity with state budgeting, appropriations processes, and procurement lifecycles

  • Experience facilitating large group discussions, executive workshops, or public-facing engagements

  • Demonstrated ability to mentor teams and contribute to practice development initiatives

The annual salary range for this position is $197,000.00-$328,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
