What You Will Do:
The Business Analyst will support the Department of Homeland Security (DHS). This role provides high‑visibility, mission‑critical support across six integrated task areas involving strategic alignment, analytics, automation, process improvement, executive secretariat support, and content development. The analyst will work closely with DHS senior leadership, cross-component stakeholders, and program teams to improve organizational effectiveness, support decision-making, and advance department-wide strategic priorities.

Responsibilities include the following:

  • Analyze business processes, workflows, and organizational operations to identify opportunities for increased efficiency, improved performance, and enhanced mission delivery.
  • Gather, document, and validate business requirements through stakeholder engagement, interviews, workshops, and analysis of current-state processes.
  • Develop process maps, workflow diagrams, standard operating procedures (SOPs), user guides, and recommendations to support operational improvements and modernization efforts.
  • Collect, analyze, and synthesize quantitative and qualitative data to develop actionable insights, performance metrics, dashboards, and executive reporting products.
  • Conduct research and analysis on policy, operational, organizational, and strategic issues to support leadership decision-making.
  • Draft policy memoranda, executive correspondence, briefing materials, reports, and other written products for senior DHS leadership.
  • Support the development, coordination, and implementation of policies, initiatives, and strategic priorities across DHS offices and stakeholders.
  • Track policy actions, executive taskings, and organizational initiatives to ensure timely coordination and completion.
  • Assist with the evaluation and implementation of automation and workflow solutions to improve operational effectiveness, reporting accuracy, and information sharing.
  • Coordinate across DHS components and stakeholder groups to facilitate collaboration, manage competing priorities, and drive execution of key initiatives.

What You Will Need:

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.
  • Bachelor's Degree
  • ONE (1) or more years of experience supporting business analysis, process improvement, policy analysis, program management, management consulting, strategy, operations, or a related field. Experience should include, but not be limited to:
    • Experience gathering and documenting business requirements, conducting research and analysis, and developing recommendations for stakeholders
    • Strong analytical, problem-solving, and critical-thinking skills
    • Strong written and verbal communication skills, including experience preparing materials for senior-level audiences
    • Ability to organize, prioritize, and manage multiple tasks in a fast-paced, high-visibility environment
    • Ability to collaborate effectively with diverse stakeholders across organizational boundaries


What Would Be Nice To Have:

  • Experience supporting DHS, federal civilian agencies, or government consulting engagements
  • Familiarity with business process analysis methodologies, process mapping, workflow redesign, Lean, Six Sigma, Agile, or other continuous improvement approaches
  • Experience supporting organizational transformation, operational modernization, or business process reengineering initiatives
  • Knowledge of DHS mission areas, including immigration enforcement, border security, counterterrorism, international affairs, or other homeland security functions
  • Familiarity with DHS headquarters operations, including Executive Secretariat (ExecSec) processes and engagement with senior executives

The annual salary range for this position is $74,000.00-$124,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
