What You Will Do:
In this role, you will serve as a senior Monitoring, Evaluation, and Learning (MEL) Specialist providing enterprise-level technical assistance to a federal agency’s foreign assistance programs.
Responsibilities will include:
Lead and support the development of MEL plans, indicators, theories of change, evaluation strategies, and performance reporting across multiple bureaus.
Act as a trusted advisor, you will engage directly with federal stakeholders, facilitate technical discussions, and deliver actionable recommendations.
Contribute to building agency-wide MEL infrastructure by creating guidance, tools, templates, and training materials, while ensuring quality assurance and compliance with client standards.
Provide capacity-building support, develop learning products, and help institutionalize best practices to strengthen MEL systems and enhance the strategic use of data in foreign assistance programming.
What You Will Need:
An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance
Bachelor’s degree
FIVE (5) years of specialized government MEL experience in foreign assistance
Experience designing or implementing MEL systems, logic models, theories of change, indicators, evaluations, or learning practices
Experience working in a consulting or client-facing environment
What Would Be Nice To Have:
Prior MEL experience with U.S. Department of State, USAID, or another foreign assistance agency.
Familiarity with USG contracting and/or funding mechanisms and associated MEL requirements.
Experience developing data collection instruments and protocols
Demonstrated analytical skills, including data analysis and visualization experience
Experience supporting enterprise-level MEL frameworks, bureau-level MEL processes, or foreign assistance reporting requirements.
Experience developing MEL guidance, templates, or toolkits for large organizations.
Experience working with interagency stakeholders, foreign assistance portfolios, or bureau-level programs.
Advanced degree in a related field.
Demonstrated experience advising clients or leading MEL activities in a professional setting
Strong written and oral communication skills: ability to brief senior federal clients, write clearly, and present technical content
Proven ability to manage tasks independently, meet deadlines, and deliver polished work
