What You Will Do:
You will interface and liaison with senior NAVSEA customers and OPNAV Requirements Officers (ROs) officers to ensure proper planning, programming, budgeting, and execution of NAVSEA sustainment funds. Additionally, you will ensure SEA 06 engagement in early acquisition Gate reviews. As such, you will serve as the OPNAV and DASN interface on behalf of a NAVSEA customer. Develop and employ analytical tools for evaluating the degree to which the client’s programs serve higher-level priorities and meet resourcing requirements. Work with the Sustainment Directorate and OPNAV ROs to build a logical, defendable, guidance-compliant and risk adjusted annual program submission. Research and evaluates program requirements, resourcing, and objectives throughout the annual Program Objectives Memorandum (POM) process. Ensures Sustainment Directorate involvement in early Gate Reviews so that sustainment requirements are included in acquisition plans. Provides analysis on Future Year’s Defense Program (FYDP), and year of execution requirements to ensure Sustainment Directorate's top priorities are supported and defended. Track multiple programs and issues and have frequent interaction with subordinate staffs and commands, members of OPNAV staff codes to provide cross-functional recommendations for resourcing decisions. Develop status reports, perform program risk assessments and use financial management tools. Prepare and present executive level products as needed. Will be required to successfully complete courses on the Navy’s Planning, Programming, Budgeting and Execution (PPBE) System, PBIS database, and Action Officer Training.

What You Will Need:

  • An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance.

  • Bachelor's degree

  • EIGHT (8) or more years of work experience, particularly in the areas of finance, accounting, ACAT I and/or II weapon systems acquisition programs, programming and/or systems analysis, POM

  • Experience with the Program and Budget Information System (PBIS)

  • Experience with DODI 5000.02 processes

  • Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process to allocate resources within the Department of Defense (DoD)

  • Experience providing POM budget submissions


What Would Be Nice To Have:

  • Master's degree in Mathematics, Business, Physical/Applied Science, or management disciplines such as Business Administration, Accounting, Finance, Economics, etc.

  • Twelve or more years of relevant work experience, particularly in the areas of finance, accounting, programming and/or systems analysis, POM or ACAT I and/or II weapon systems acquisition programs,

  • Strong analytical skills, critical thinking and computer skills to include experience with databases and the ability to quickly learn Navy financial planning/tracking databases

  • Strong written and verbal communication skills with demonstrated experience communicating at the GS15/O-6 level

  • Must be able to investigate and resolve issues, develop and recommend a course of action, and present the recommendation to decision makers. Must be able to act independently with a minimum of supervision and guidance

  • Prior experience as an OPNAV RO

  • Extensive existing network of current/prior OPNAV ROs

The annual salary range for this position is $113,000.00-$188,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
