What You Will Do:

The Strategic Planning Manager will serve as an advisor and technical expert responsible for developing, managing, and executing strategic planning efforts for large, complex, interdisciplinary projects across the Department of State (DoS). The role provides high-level analytical, programmatic, and planning support to ensure alignment of mission objectives, financial resources, and digital strategy initiatives.

Day to Day Responsibilities May Include:

  • Review strategic financial, budget, and fiscal data to ensure accuracy and accountability for multi-year project portfolios.

  • Maintain up-to-date monthly project funding status, reviewing and resolving unliquidated obligations, and preparing detailed budget justifications.

  • Plan and conduct cost-effectiveness studies to inform IT investments, development processes, and budget initiatives.

  • Serve as advisor for synchronizing, coordinating, and integrating all digital strategy initiatives.

  • Coordinate strategic, programmatic, and budgetary initiatives across multiple stakeholders and organizational levels.

  • Analyze management problems and providing advice and insight about the probable effects of alternative solutions.

  • Prepare and present briefing materials and provide clear, well-supported input in decision forums.


What You Will Need:

  • An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance

  • Bachelor’s Degree (coursework or experience in architecture, interior design, business management, or communications preferred)

  • FIVE (5) years’ experience, with a minimum of THREE (3) years of experience managing planning, scoping, design, and execution of assigned projects.

  • Experience supporting the Department of State in a space management, construction, or IT capacity.

  • Experience formulating long-range policies and digital strategic initiatives for complex IT systems.

What Would Be Nice To Have:

  • Understanding of Agile methodologies and frameworks

  • Experience with Azure DevOps

  • Experience conducting budget analysis to assess cost-effectiveness of program initiatives.

  • Experience utilizing Archibus or other Integrated Workplace Management Systems (IWMS) to manage real property assets.

  • Experience developing efficient, cost-effective solutions to IT-related issues and analyzing and resolving policy and planning problems.

The annual salary range for this position is $113,000.00-$188,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
